Is literacy the right word here?

Am I really thinking ‘literacy?’  Or is it ‘taking responsibility for managing your information resources?’  Literacy is a prerequisite to being able to read a book, and to manage that pipeline of information.  Knowing-where-stuff-is-or-who-to-ask, though.  Is that literacy?  This is knowledge management, or at least information management.  Personal knowledge management might be what I’m talking about? But ‘knowing what tools are available and how to use them, and actually putting them in your toolbox,’ is maybe a better summary of the concepts I’m thinking about.  I need to dig into the discussion of transliteracy a little bit more.

And discussing literacy is fraught with peril when you can barely spell.
